Reset Settings of your iPhone

Restart your iPhone and re-download all your contacts again from your iCloud. You should be able to search for the contacts after this.

Forget all the iCloud solutions, resetting and logging off then re-opening, Here is the solution:
On the home screen long press the contacts icon until they all shake and an “x” appears. Press the x to delete the Contacts App. Turn off, restart, then search the App store, download Contacts again and it should work.
